The development and execution of this Title is based upon the division
of the City into districts, within which districts the use of land
and buildings, and bulk and location of buildings and structures in
relation to the land, are mutually compatible and substantially uniform.
However, there are certain uses which may, but do not necessarily
have significant adverse effects on the environment, overburden public
services, change the desired character of an area, create a major
nuisance or have an impact on the use of neighboring land or facilities.
Such uses, nevertheless, may be necessary or desirable to be allowed
in a particular district provided that additional measures and conditions
are taken to mitigate the impact of the proposed development. Such
uses are classified as conditional uses. No inherent right exists
to receive a conditional use permit and such authorizations are approved
under a specific set of circumstances and conditions.
