(a)
Any person who is the owner, possessor or custodian of any animal shall immediately collect, remove and dispose of all feces left by such animal on any public property or on any private property not owned and/or lawfully occupied by such person.
(b)
Any person, business or special event/parade participant using animals properly for business or special event purposes upon Town properties (such as horse-drawn wagons, carts or carriages) shall make provisions to equip the animal and/or apparatus with an appropriate and effective manure-catching device, thereby preventing the dropping and spread of animal waste on public properties, with special exception made in accordance with the Virginia Creeper Trail, Section 54-53 and Section 54-76 of the Code of Ordinances for the Town of Abingdon, Virginia.
(c)
Any person violating the provisions of this section shall be guilty of a Class 4 misdemeanor.
