Every owner of a building on any street, avenue or alley in the City shall, when notified of the proper number of such building by the City Engineer, place the same in a conspicuous place in the front of such building.

A.
One whole number shall be allowed on every 15 feet of ground wherever practicable, whether improved or vacant. Any house or tenement with less frontage than 15 feet shall receive a whole number, and all streets, avenues or alleys running north or south shall number north and south from Board Street with odd numbers on the east side and even numbers on the west side of such street, avenue or alley. All streets north of Diamond Avenue shall begin at number 500 and continue as heretofore mentioned.
B.
All streets, alleys and avenues running east and west shall be numbered east and west from Wyoming Street with odd numbers on the north side and even numbers on the south side of such street, avenue or alley. One hundred numbers shall be allowed to each block of the usual length of blocks, that is, 400 feet, so that the number of each consecutive block shall commence with consecutive 101.
It shall be unlawful for any person to take down, alter or deface any number assigned and put up in accordance with this chapter or to retain any improper number or to substitute any other number on his building than the one given by virtue of this chapter and for the purpose of carrying out its provisions.
