As used in this chapter, the following terms shall have the meanings indicated:
BOARD or CIVIL SERVICE BOARD
Shall be taken and deemed to apply to the Boards and/or the Civil Service Commission referred to in 11 Pa.C.S.A. § 14401 et seq.

There is hereby created in and for the City a Board for the examination of applicants for appointments to any and all salaried positions in the Fire Department and police officers, patrolmen, Sergeants and Lieutenants. Such Board shall be known as the "Civil Service Board."
Members shall serve for terms of four years or until their successors are elected and qualified. Any vacancies during the term of an appointee shall be filled by the Mayor, with consent of Council, for the unexpired term.
The Board shall organize immediately after its appointment for the purpose of transacting all business thereafter from time to time, as any appointments to such Board shall be made.
The Board shall exercise all its the powers conferred upon by the Third Class City Code and shall be subject to the regulations and restrictions therein contained. It shall exercise such powers and perform all such duties in strict accordance with the statutes of the commonwealth and the amendments and supplements thereto.
A. 
The Board shall adopt such rules and regulations pertaining to its duties and the conduct of examinations as may, in its judgment, be deemed reasonable, but no such rule or regulation shall contravene any requirement or provision of the laws of the commonwealth governing the creation and appointment of such Board.
B. 
All rules and regulations so adopted by the Board shall, before they go into effect, be approved by the Mayor, presented to City Council and placed on file in the office of the City Clerk. When so approved, such rules and regulations shall not be annulled or changed except with the approval of the Board.
A. 
The Board shall require all persons applying for admission to any examination required for employment in civil service positions with the City of Hazleton to file in the office of the Board, within a reasonable time prior to the proposed examination, a formal written application in which the applicant shall state, at least, the following, under oath or affirmation:
(1) 
Full name, residence and post office address.
(2) 
Citizenship, age and the place and date of his/her birth.
(3) 
Business and employments and residences for at least the last three years.
(4) 
Such other information as may be reasonably required touching on the applicant's qualifications and fitness for public service.
B. 
The Board shall furnish blank forms for applications for examinations without charge to all persons requesting the same.

The Board shall conduct all examinations in strict conformity with 11 Pa.C.S.A. § 14401 et seq., and those supplements and amendments thereto now in force and effect or which may hereafter be adopted.
All applicants may be required to submit to a physical examination at the hands of any physician or physicians appointed by the Civil Service Board at the sole and exclusive cost and expenses of the applicant without charge to the City.
For all incidental expenses which may be required in conducting examinations by the Civil Service Board, including printing and advertising, it shall be the duty of the City to make adequate appropriation from time to time as occasion may arise.
The Civil Service Board shall keep minutes of its own meetings, and the actions taken at them, and records of its examinations and other official actions. It shall keep and preserve the same for a period of 10 years, together with all written causes for removal filed with it, to the end and purpose that such records shall be open to public inspection under such reasonable regulations as the Board may prescribe.
The Board shall make an annual report of its actions, rules and regulations to the Mayor.[1]
