All sums of money received by the City of Hazleton in accordance with the Act of Assembly approved June 28, 1895,[1] shall be and are hereby declared to be received for the benefit of the Hazleton Firemen's Relief Association. The City of Hazleton is hereby directed to enter such sums, upon the receipt thereof, under a special account and to report the said amount annually to the City Clerk, who is hereby directed to issue a warrant therefor in favor of the treasurer of the Hazleton Firemen's Relief Association, immediately after the receipt thereof, and on report to him by the City of Hazleton.

The Hazleton City Council of the City of Hazleton by and though its authority and relationship with the aforementioned Hazleton Fire Department hereby recognizes the authority and authorizes the Hazleton Fire Department to recover the costs of firefighting materials, equipment, personnel hours, and hazardous abatement materials involving any hazardous material incident, or fire or safety and rescue incident or operation, including vehicular accidents.

Said costs as outlined above may be recovered directly by the City of Hazleton as appropriate for collections, principally those incidents involving the use of hazardous abatement materials and/or vehicle incidents directly involving the Luzerne County Emergency Management Agency.

In addition to the aforementioned costs, the Hazleton Fire Department, and/or the City of Hazleton, shall be authorized to collect interest, as well as administrative fees for collecting the same, and any and all additional fees as may be authorized by the Hazardous Materials and Emergency Planning and Response Act,[1] or authorized by any other statute, case law or common law.
