The position of a full-time Recreation Director is hereby created. The qualifications, salary and other factors pertinent to such position shall be set at the Mayor's discretion.

The Recreation Board shall consist of five persons.

The members of the Recreation Board shall be appointed by the Mayor, and shall serve for terms of five years or until their successors are appointed, except that the members of such Board first appointed, shall be appointed for such terms that the term of one member shall expire annually thereafter.
Vacancies in the Recreation Board, occurring otherwise than by expiration of a term, shall be filled for the unexpired term and shall be filled in the same manner as original appointments to the Board.
The members of the Recreation Board shall elect their own Chairman and Secretary and select all other necessary officers to serve for a period of one year.
A. 
The Recreation Board shall have, exercise and discharge the powers and duties given to such Board by 11 Pa.C.S.A. § 13703.1 and the various amendments and supplements thereto.

B. 
The Recreation Board shall have the authority to supervise and maintain parks, playgrounds, play fields, gymnasiums, public paths, swimming pools or indoor recreation centers, together with the right to furnish playgrounds with such equipment as it may deem proper and to employ such person as may be necessary to supervise and maintain the same.[1]
