A Vacant Property Review Committee is hereby created with the following guidelines.

The Committee shall be made up of the following members:
A.
One member of the City Council chosen by the City;
B.
The Chairperson of the Redevelopment Authority, or such agent as he should designate;
C.
The Chairperson of the Planning Commission, or such agent as he should designate;
D.
A representative designated by the Mayor from the executive branch of the municipal government; and
E.
A fifth member, to be a member of the Greater Hazleton Association of Realtors.
The Committee shall meet whenever requested to do so by the Redevelopment Authority.
A.
Upon making a determination that any property is blighted as defined in Section 1712.1(c) of the Urban Redevelopment Law,[1] the Committee shall certify the blighted property to the Redevelopment Authority, provided, as required by Section 1712.1(e), that:
(1)
The property is vacant.
(2)
The owner or an agent designated by him has been served with notice of the determination that the property is blighted, together with an order to eliminate the condition causing the blight and notification that failure to do so may render the property subject to condemnation under the Urban Redevelopment Act. The notice shall be served upon the owner or his agent in accord with the provisions of the Pennsylvania Uniform Construction Code and Chapter 350, Property Maintenance, Article I, Adoption of Standards. The owner or his agent shall have the right to appeal the determination, within 20 days of being served notice.

B.
When the time period for appeal has expired and no appeal has been made or, if taken, has been disposed of and the owner or his agent has failed to comply with the order of the City Code Enforcement Officer, then the property shall be certified a blighted property to the Redevelopment Authority.
