The City Council of the City of Hazleton is empowered to enact and enforce suitable ordinances and regulations to provide for the health, safety, convenience and general welfare of the City and its residents and to otherwise regulate its streets, alleys, sidewalks and municipal parking lots and other public places.

As used in this chapter, the following words and phrases shall have the following meanings, unless the context clearly indicates that a different meaning is intended:
Any board or platform device having at least two axles with wheels on each end, of a style commonly occurring on roller-skates, or any other similar device, such device intended to be ridden by a person who propels himself or herself by pushing the platform forward and then riding upon it as it coasts. This definition shall be deemed to include any motorized version of the same.
The use of a skateboard by any person shall be prohibited and it shall be unlawful for any person to ride, operate or coast upon any skateboard in the following locations:
A.
Broad Street: beginning at the Stockton Road, road perpendicular to Broad Street, and extending westwardly to include all areas on Broad Street to Diamond Avenue, its surroundings, thoroughfares and all sidewalks adjacent thereto.
B.
Wyoming Street: beginning at its northern boundary at Diamond Avenue and extending southwardly to Juniper Street, its surroundings, thoroughfares and all sidewalks adjacent thereto.
C.
Alter Street: beginning at Diamond Avenue north to 15th Street, its surroundings, thoroughfares and all sidewalks adjacent thereto.
D.
Any and all property owned by the City and/or the City Authority.
Neither the parent of any minor (person under the age of 18 years) nor the legal guardian of any minor shall authorize or knowingly permit any such minor to violate any of the provisions of this chapter.
The City Council of the City of Hazleton may, from time to time, by resolution, designate approved skateboard areas at appropriate locations within the City of Hazleton.
Skateboard operators shall yield the right-of-way on any sidewalks where skateboarding is permitted or allowed, shall yield the right-of-way to pedestrians and shall obey all general and vehicular traffic laws of the City of Hazleton and the Commonwealth of Pennsylvania.
