The Police Department of the City shall be composed of a City Marshal, who shall also serve as the Chief of Police, and such number of Deputy Marshals and other Police Officers as may be necessary for the proper operation of the Department.

The City Marshal/Chief of Police shall be elected by the qualified voters of the City at the regular annual election and shall serve four (4) years or until his or her successor is qualified and approved.

The Chief of Police/City Marshal may, with the approval of a majority of the Board of Aldermen, appoint or discharge Deputy Marshals and other officers to the Police Department. All Deputy Marshals and other officers so appointed shall be subject to and obey his reasonable orders and may be disciplined at his discretion.

A. 
The Marshal/Chief of Police shall be twenty-five (25) years of age or older, a resident of the City of Pacific for at least one (1) year before being elected, a registered voter in the City before being elected and shall have paid all taxes and fees to the City of Pacific and not be in arrears for any unpaid City taxes, or forfeiture, or defalcation in office. Any person who is elected as City Marshal shall possess a Missouri Class "A" P.O.S.T Certificate because the same is required to patrol the streets in St. Louis County.
B. 
The elected Marshal shall serve as Chief of Police. In order to be sworn in as City Marshal/Chief of Police, a candidate:
1. 
Must have at least two (2) years of college except that five (5) years' experience in the law enforcement field can be substituted for one (1) year of college. Ten (10) years' experience would be rated the same as two (2) years of college.
2. 
Must have a valid driver's license.
3. 
Must not have been convicted of any felony.
4. 
Must have at least five (5) years' experience working as a Law Enforcement Officer to include at least two (2) years as a supervisor or commander of other Police Officers.

A. 
There is hereby established the office of Major of the Police Department
B. 
The Board of Aldermen shall select from the ranks of the Deputy Marshals of the City one (1) person who shall have the rank of Major of the Police Department.
C. 
The Major of the Police Department shall be in charge of the Deputy Marshals of the City at any time when the Marshal/Chief of Police is unavailable or unable to take charge of said Police Department and the Deputy Marshals; provided, however, that said Major shall be subservient to and under the orders of the Marshal/Chief of Police if available or able to take charge of the Police Department.

The Captain of the Police Department shall be in charge of the Deputy Marshals of the City at any time when the Marshal/Chief of Police or Major is unavailable or unable to take charge of said Police Department and the Deputy Marshals; provided, however, that said Captain shall be subservient to and under the orders of the Marshal/Chief of Police or Major if available or able to take charge of the Police Department.

In addition to the duties heretofore enjoined upon the City Marshal/Chief of Police by law and the ordinances of the City, the City Marshal/Chief of Police shall put all notices and signs of contagious diseases when requested to do so by any member of the Board of Health.

Any Police Official of the City receiving or paying out any money belonging to the City shall forthwith report the same, with proper vouchers, to the City Clerk, provided however, if a fixed time for making such report is provided in some other ordinance, then such time shall govern.
