It is hereby declared to be unlawful for any person to consume, drink, or to carry or to possess in an open or unsealed container, any spiritous liquor, beer, wine or any distilled, brewed or fermented alcoholic beverage or any other type of alcoholic beverage or any other intoxicants either on one's person or a vehicle of any kind in or upon any of the public streets, avenues, alleys, ways, sidewalks, playgrounds, parks or any other public places.

The Council of the Borough of West Leechburg shall have the power to modify the provisions of this chapter, for the purpose of community picnics, block parties or other civic or fund-raising activities, upon application, in writing, by any person.

Any person who violates any provision of this chapter shall, upon conviction, be sentenced to pay a fine of not less than $50 or more than $600 and costs of prosecution, and, in default of payment of fine and costs, to undergo imprisonment for not more than 30 days.
