Purpose and intent of this article is to set forth the Village
of Medina requirements regarding the establishment, permitting and
operation of electric vehicle supply equipment ( EVSE) in order to
protect the public health, safety and welfare of time residents of
the Village of Medina, to facilitate access to electric vehicle supply
equipment, and to protect and promote the visual and aesthetic character
of the Village of Medina.
As used in this article, the following terms shall have the
meanings indicated:
ACCESSORY BUILDINGS AND USES
A.
A private electric vehicle charging station is permitted as
an accessory use for all dwellings and multiple-family dwellings.
The electric charging station shall be approved upon submission of
specifications of EVSE, building permit and an electrical inspection
provided to the Code Enforcement Officer.
B.
No site plan review will be required by the Village of Medina
Planning Board unless said EVSE is located within the Historic Preservation
District or any other designated historic site or local landmark,
in which case a certificate of appropriateness will be required by
the Planning Board.
CHARGING
When an electric vehicle is connected to an electric vehicle
supply equipment for the purpose of recharging batteries on board
the electric vehicle.
ELECTRIC VEHICLE
Any motor vehicle that is authorized to operate on public
and private highways, roads, and streets, and uses electrical energy
stored on-board for motive purposes. "Electric vehicle" includes battery
electric vehicles and plug-in hybrid electric vehicles.
ELECTRIC VEHICLE CHARGING LEVEL
The standardized indicators of voltage and or amperage, at
which an electric vehicle's battery is recharged. Specifically defined
as the following classifications:
A.
Level 1 is considered slow charging, typically requiring a 15
or 20 amp breaker on a 120 volt AC circuit and standard outlet.
B.
Level 2 is considered medium charging, typically requiring a
40 amp to 100 amp breaker on a 240 volt circuit.
C.
Level 3 or DC fast charge is considered rapid charging, typically
requiring a 60 amp or higher dedicated breaker on a 480 volt or higher
three-phase circuit with special grounding equipment. DC fast charging
uses an off-board charger to provide the AC to DC conversion, delivering
AC directly to the car battery.
ELECTRIC VEHICLE CHARGING STATION
A private parking space that is served by electric vehicle
supply equipment that has as its primary purpose the transfer of electric
energy to a battery in an electric vehicle,
ELECTRIC VEHICLE CHARGING STATION, PUBLIC USE
An electric vehicle charging station that is publicly owned
and publicly available (e.g., parking spaces on a public street or
Village-owned municipal parking facilities); or privately owned and
publicly available (e.g., gasoline station parking, restaurant parking
and nonreserved parking in multifamily parking lots).
ELECTRIC VEHICLE SUPPLY EQUIPMENT (EVSE)
The structure, machinery and equipment necessary to support
an electric vehicle, including the electrical conduit and premises
wiring requirements for the installation of electric vehicle supply
equipment as well as battery exchange stations. All apparatus installed
must comply and conform with the National Electric Code Article 625.
