A Park and Recreation Board is hereby created for the Township of East Whiteland, County of Chester, Commonwealth of Pennsylvania.
The said Park and Recreation Board shall consist of seven members who shall be appointed by the Board of Supervisors of East Whiteland Township. Members must be legal residents of East Whiteland Township.
The term of each member shall be five years. Terms shall be staggered so that no more than two members are replaced in any calendar year unless resignations require that open positions be filled mid-term.
All persons appointed to the Park and Recreation Board shall serve their full term unless they voluntarily resign or are removed by the Board of Supervisors for dereliction or neglect of duty. Any concerns regarding member actions should be brought to the Board of Supervisors' attention.
Any vacancy on the Park and Recreation Board occurring otherwise than by expiration of a term shall be filled by appointment by the Board of Supervisors for the unexpired term of the leaving member.
All future appointments to the Park and Recreation Board shall be by the Board of Supervisors.
All members of the Park and Recreation Board will serve without pay. Members may be reimbursed for necessary and reasonable expenses with prior approval of such expenses by the Board of Supervisors.
The Board of Supervisors may appropriate from the general Township funds such funds as may be necessary and available for the work of the Park and Recreation Board in the year for which the appropriation is made.
The Park and Recreation Board is dedicated to enhancing the beauty and utility of the Township's parks, providing stewardship of the Township's open space and pedestrian trails, and providing community recreational and cultural activities within the park system. To accomplish these goals, the Park and Recreation Board makes recommendations to the Board of Supervisors for the use, expansion, and enhancement of Township recreational assets, recreational programs, and Township-owned open space. The Park and Recreation Board duties include, but are not limited to:
A. 
Supporting community activities and projects in our parks;
B. 
Advising the Board of Supervisors regarding fees and regulations for use of Township park facilities and events;
C. 
Promoting the Township's parks and its activities to the community;
D. 
Participating in planning for future programs, facilities and improvements;
E. 
Coordinating with neighboring townships to provide shared events and resources; and
F. 
Providing volunteer staff for special events.
The Park and Recreation Board shall elect its own Chairman and Secretary each January and may create and fill such other offices as it deems proper. The Park and Recreation Board may make and alter its rules of procedure consistent with the ordinances of the Township and the laws of the commonwealth. It shall keep records of its resolutions, transactions, findings and determinations and provide written records of those actions to the Board of Supervisors within 30 days of each meeting. A majority of the Park and Recreation Board shall constitute a quorum, and action taken at any meeting shall require the affirmative vote of that majority.
All Park and Recreation Board members shall be required to sign and abide by the Township's social media policy. Failure to comply with the policy may result in removal from the Park and Recreation Board.
