The office of Township Manager is hereby created for the Township of Reserve.

The Board of Township Commissioners, by a majority vote of the member of said Board, shall appoint a suitable person to the office of Township Manager, who shall serve until the first Monday of January of the even numbered year following said appointment and until his successor is qualified, subject to contractual rights that may arise under an employment agreement or professional services agreement that may be entered in accordance with 53 P.S. § 56302-A.
The salary of the Township Manager shall be fixed by the Board of Commissioners of the Township at the time and in the manner that the salaries of other Township employees are fixed, and in accordance with the existing salary ordinances of the Township of Reserve.

Before entering upon the duties of Township Manager, the Township Manager shall be bonded by the Township with a bonding company as surety to be approved by the Board of Commissioners in the sum of $100,000 for the faithful performance of their duties. The premium for this bond shall be paid by the Township.
The Township Manager shall be the Chief Administrative Officer of the Township of Reserve and shall be responsible to the Board of Commissioners for the proper administration of all the affairs of the Township and of the execution of all of the laws and ordinances of the Township of Reserve. The duties and powers of the Township Manager shall relate to the general management of all of the Township business not expressly by statute imposed or conferred upon other Township officers or representatives.
The Township Manager shall be an individual with such technical and executive abilities and experience as to enable them to perform the duties imposed upon the Office of Township Manager in a successful and businesslike manner.
Subject to the recall at any time by resolution of the Board of Commissioners, the powers and duties of the Township Manager shall include the following:
A.
Execution and enforcement of the laws of the Commonwealth and ordinances, resolutions and bylaws of the Board of Commissioners.
B.
Attendance at all meetings of the Board of Commissioners and recommendations of such measures as the Township Manager shall deem expedient. Attendance at all committee meetings when requested by the committee Chairman.
C.
A monthly report to the Board of Commissioners and at such other times as the Board may direct upon the affairs of the Township, and to keep the Board of Commissioners fully advised of the Township's financial condition and its financial needs.
D.
The Township Manager shall prepare and submit a preliminary budget to the Finance Committee at such time or times as directed by said Finance Committee.
E.
The Township Manager shall prepare and submit to the Board of Commissioners before the end of any fiscal year a proposed budget for the following fiscal year.[1]
F.
Attendance to the securing of bids for the letting of contracts in due form of law and supervising the performance and faithful execution of the same, except insofar as such duties are expressly imposed upon other Township officers by statute.
G.
To purchase all supplies and equipment for the use of the Office of Township Manager and various departments and offices of the Township; provided, however, that no single article shall be in excess of $250. To keep an account of all purchases made by the Township Manager, and shall from time to time, and as directed by the Board of Commissioners, make a full written report thereof.
H.
Annually present to the Board of Commissioners not more than 30 days after the close of each fiscal year a correct and detailed statement and report of the preceding year's work of the Township Manager's Office, with a detailed statement of all monies received and expended.
I.
Perform such duties as may be from time to time by resolution or ordinance conferred upon the Township Manager.
J.
Be responsible for the operation, repair and maintenance of the Township's vehicles.
K.
Be responsible for the maintenance, repair and upkeep of the physical equipment of the Township.
L.
The duties of the Township Manager shall further consist of the general management of all other business of the Township not especially given by statute or ordinance of the Township to other officers thereof, and the Township Manager shall perform such further and additional administrative work of the Township as may be from time to time directed by action of the Board of Commissioners.
Except for the purpose of inquiry, individual members of the Board of Commissioners of the Township of Reserve shall deal with the administrative services solely through the Township Manager.
The supervisor of each operating department of the Township of Reserve shall be responsible to the Township Manager, subject to such instructions as the Township Manager may receive from the Board of Commissioners. The operating departments of the Township government shall be, but not limited to:
The Board of Commissioners of the Township of Reserve shall have the right at any time to amend, modify or repeal this chapter or any part thereof by ordinance which shall be enacted by the affirmative vote of a majority of all the members of the Board of Commissioners.
The Manager shall be responsible for the hiring of all nonsupervisory employees and shall make recommendations to the Board of Commissioners for all other employees. Further, they will be responsible for the recommendation of dismissal for all employees responsible to them, when deemed necessary.
Any ordinance or part of ordinance conflicting with the provisions of this chapter be and the same are hereby repealed to the extent of such conflict.
