Vessels may moor at publicly owned docks, marinas or walls up
to 72 hours continuous per week. Such mooring is free of charge; though
services provided at the facility, such as electricity, may have a
charge associated with those services. Vessels wishing to moor in
excess of 72 hours must apply for a permit from the Village. Unless
extenuating circumstances exist, such permits shall be granted only
to commercial and other nonrecreational vessels.
Any vessel that is moored for more than 72 hours continuous
per week at publicly owned docks, marinas or walls will thereby be
considered in violation of this provision and will be issued a Village
Court appearance ticket and shall be subject to a civil penalty of
not less than $100 and not more than $250 for a first violation as
determined by the Village Court. The violator will be ordered to immediately
correct or abate the violation. Each day that such a violation continues
to exist shall be considered a separate violation and may be subject
to additional civil penalties of not less than $100 and up to $250
per day. In addition, the Village may order vessels to be towed to
a privately owned marina and the owner of the said vessel will be
responsible for the towing and boat storage costs at the respective
marina.
