City of Bordentown, NJ: Qualifications and requirements.

The position of City Administrator of the City of Bordentown is hereby established as authorized by N.J.S.A. 40A:9-136.

The City Administrator shall be the Chief Administrative Officer of the City of Bordentown and at all times be under the supervision of and responsible to the Board of Commissioners in all actions relative to the duties and responsibilities of said office to the extent not prohibited by law.

§ 2-2 Appointment.

Subject to the provisions of N.J.S.A. 40A:9-137, as amended and supplemented, the City Administrator shall be appointed by the Board of Commissioners, and shall hold office at the pleasure of the governing body, and subject to any contractual terms to which the Commissioners and the City Administrator may agree.

§ 2-3 Compensation.

The City Administrator shall be paid an agreed upon salary, which shall be fixed and adopted by the Board of Commissioners in the Annual Salary Ordinance of the City of Bordentown.[1]

§ 2-4 Qualifications and requirements.

The City Administrator shall be chosen on the basis of her/his executive and administrative abilities and qualifications, with special regard to education, training and experience in governmental affairs.

The City Administrator need not be a resident of the City of Bordentown but must reside within a reasonable distance of the City of Bordentown, said reasonable distance to be determined by the Board of Commissioners in its sole discretion.

§ 2-5 Powers and duties.

The duties of the City Administrator shall include, generally, the management of the business and operations of the City under the supervision and control of the Board of Commissioners, and such other duties as shall be specifically assigned by said Board from time to time.

The City Administrator in carrying out the responsibilities of the office shall develop, promulgate and implement, with the approval of and as directed by the Board of Commissioners, sound administrative, personnel and purchasing practices and procedures for all departments, offices and agencies of the City, and shall to that end:

(1)

Study, recommend, implement, and supervise the personnel organization, administrative procedures, purchasing procedures, and the policies of the City relative thereto following consultation with department heads and officers.

(2)

Study, recommend, implement, and supervise procedures and policies of the City, its departments and officers for the receipt, dissemination and collation of information and communications and the responses thereto, following consultation with department heads and officers.

(3)

Study, recommend, implement and supervise procedures and policies of the City and its departments for the coordination, compiling, editing and prompt dissemination and release of public information.

(4)

Make studies and surveys of such municipal problems of the City as shall be assigned to the City Administrator by the Board of Commissioners and prepare and submit written reports of his findings and determinations to the Board for their consideration and action. The City Administrator shall be responsible to see that any complaints concerning the functions and obligations of the City made by any of its residents, citizens or taxpayers are promptly attended to and a written record kept of such complaints when made, and when and what action was taken in response thereto and present a copy of such written record to each member of the Board of Commissioners.

(5)

Conduct a continuous study of all activities and operations of the City government and recommend such changes as he/she shall deem necessary to increase the efficiency and effectiveness of the City government.

(6)

Assist the Board of Commissioners in the preparation of the annual City operating and capital budgets to be considered and adopted by the Board of Commissioners.

(7)

Maintain records of all property owned by the City and have custody of all municipal property, real and personal, not assigned to any other department or office.

(8)

Refer all requests for municipal services to the appropriate department or officer.

(9)

Attend all public meetings of the Board of Commissioners and any other meetings wherever such meetings when so requested by the Board of Commissioners.

(10)

Keep the Board informed as to any federal, state and county aid projects, and any other aid programs for which the City may qualify.

(11)

Perform such other duties as may be specifically assigned to the Administrator by the Board of Commissioners.
