There is hereby imposed on any property within or without the City limits of the City of Collinsville a lien for delinquent bills for municipal utility service, whether water, sewer, or solid waste disposal.
The City Secretary, Mayor, or their designated representatives shall have the authority to send a notice of lien to the owner of any property that is delinquent in payment for service of municipal utilities, and the City Secretary, Mayor or their designated representatives shall be authorized to file a notice of the lien on the real property records of Grayson County, Texas, in compliance with the Local Government Code.
The notice of lien filed to perfect the lien in the real property records shall contain a brief legal description and address of the property and the property account number for utility service. The lien may include the utility bill amount, penalties, interest and collection costs.
The City Secretary, Mayor, or their designated representatives are authorized to sign appropriate releases of lien for any lien previously imposed by the City.
This article becomes effective with the first utility service billing following adoption of this article and posting and publication as required by law.
