(a) The Authority shall manage all business site leases pursuant to this
ordinance and Applicable Law.
(b) The Authority may enact a Business lease management plan or policy
that employs real estate management practices, addresses accounting,
collections, monitoring, enforcement, relief, and remedies, provided
such Business lease management plan or policy is consistent with this
ordinance and the Act.

The Authority may charge administrative fees for costs associated
with issuing a lease, sublease, assignment, amendment, mortgage or
other administrative transaction, provided that the Authority may
waive such fees, in its discretion, because such waiver is in the
best interest of the Tribe or for any other reason, including, without
limitation, because the Tribe has a substantial membership interest
in the tenant or lessee entity under a lease or derives a substantial
economic benefit from a sublease given pursuant to a lease that is
otherwise in conformity with this ordinance; provided that if such
fees are not waived, they must be specifically and expressly provided
in the lease.
