This ordinance shall take effect upon its adoption by the Tribal Council and approval by the Secretary of the Interior.

This ordinance may be amended by a majority vote of the Tribal Council at a duly called Tribal Council meeting at which a quorum is present. All substantive amendments to this ordinance must be submitted to and approved by the Secretary of the Interior. No amendments to this ordinance shall have retroactive effect on any lease or sublease executed prior to the passing of such amendments.
