The President of Council shall, at the organization meeting or as soon as possible thereafter, appoint and announce the names of the members of the standing committees. Each committee shall consist of three members, the first named to be Chairman. The standing committees shall be as follows:

Personnel and Finance;
B. 
Street;
C. 
Property;
D. 
Cemetery.

The Personnel and Finance Committee shall annually prepare the proposed budget of the Borough. It shall have charge of the collection of all claims due to the Borough and shall make settlements with the Tax Collector and other Borough officers and report to Council for approval.

The Street Committee shall have charge of all work done upon the streets and alleys and the purchase and control of necessary tools and materials therefor.

The Property and Supplies Committee, in conjunction with the Mayor, shall have control over all Borough property, other than the Borough Cemetery and property used therein, and property used upon the streets. It shall see that all fire apparatus and equipment is kept in good order and repair, and for this purpose it may employ persons to make repairs, to dry and clean such apparatus and equipment. When present at fires, the Property and Supplies Committee shall have control of all such apparatus and equipment and shall direct who shall use the same, provided that there is not present the Chief of the Fire Department or other officer acting in his stead. It shall also perform the functions of a Police Committee.
The Cemetery Committee shall have charge of cemetery tools and of all work done to the Borough Cemetery and shall see that the lots and driveways are kept clean, and that the fences, driveways, and sidewalks are kept in good repair. They shall see that no one shall destroy, mutilate, injure, pluck off, deface or remove therefrom any trees, vines, flowers, grass, sod or ornamental shrubbery, growing, being or temporarily placed therein for ornamental or useful purposes.
