There is hereby created and established a Forestry Advisory Board for the City of Bellerive Acres, Missouri, which shall consist of three (3) to five (5) members who shall be residents of the City. Members shall be appointed by the Mayor with the approval of the Board of Aldermen. If the Board of Aldermen has approved the engagement of a Forestry Consultant, the Board may provide that such person also consult with the Forestry Advisory Board.

The term of the five (5) persons to be appointed by the Mayor shall be three (3) years except that the term of two (2) of the members appointed to the first Board shall be for only one (1) year and the term of two (2) members of the first Board shall be for two (2) years. In the event that a vacancy shall occur during the term of any member, a successor shall be appointed to serve for the remainder of such term.

Members of the Forestry Advisory Board shall serve without compensation.

A. 
It shall be the responsibility of the Forestry Advisory Board to study, investigate, develop and annually update, and administer written plans (annual and long-range) for the care, replacement, maintenance and removal or disposition of trees and shrubs in City parks, along streets and in other public areas under the control of the City. Such a plan will be presented annually to the Board of Aldermen which the Board of Aldermen may adopt, with or without modifications, in whole or in part, as the Comprehensive City Forestry Plan for the City of Bellerive Acres, Missouri.
B. 
The Forestry Advisory Board, when requested by the Board of Aldermen, shall consider, investigate, make finding, report and recommend upon any special matter or questions relating to trees or other vegetative growth.

The Forestry Advisory Board shall choose its own officers, make its own rules and regulations and keep a journal of its proceedings. A majority of the members shall be a quorum for the transaction of business.

There is hereby created and established a Streets Advisory Commission for the City of Bellerive Acres, Missouri, which shall consist of five (5) to seven (7) members who shall be residents of the City. Members shall be appointed by the Mayor with the approval of the Board of Aldermen. One (1) member of the Board of Aldermen shall serve as a member of the Streets Advisory Commission.

The term of the members shall be six (6) months. If a vacancy shall occur during the term of any member, a successor shall be appointed to serve for the remainder of such term.

A. 
The duties and responsibilities of the Streets Advisory Commission shall include the following:
1. 
Review data and information to include, but not limited to engineering drawings, regarding the City's current street design/layout;
2. 
Review the City's current traffic code regarding speed limit(s) and parking;
3. 
Sponsor public forums to discuss the City's current street design/layout; and
4. 
Provide feedback to the Board of Aldermen regarding the condition of the City's streets and potential improvement, renovation and repair of said streets.

The Street Advisory Commission shall have no right, power, or authority to obligate or bind the City of Bellerive Acres in any manner whatsoever.
