A. 
Petroleum products shall not be dumped or pumped overboard in any harbor area.
B. 
Untreated sewage, rubbish, debris, garbage, or dead fish shall not be discharged into Kingston Harbor.
C. 
Boats or vessels shall not run their engines with propellers engaged while tied to the docks. Boats requiring dock trials may do so with permission of the Harbormaster in each instance.
D. 
Derelict boats, motors, etc., shall not be allowed in the harbor or on the shore.
Residents and real estate taxpayers will be given preference to all waterfront facilities, nonresidents berthing policy will be reviewed annually.
A. 
Users must pay the annual facilities usage fee (by the foot) determined by the Board of Selectmen. Annual facilities usage fees will not be prorated. Independent waiting lists for Town facilities (mooring, racks, and slips) shall be maintained and posted at the Town Landing by the Harbormaster.
B. 
Tie-up periods at Town docks will be limited to 15 minutes. A tie-up time limit at the Town docks for visitors at night, or boats with breakdowns, will be limited by discretion of the Harbormaster.
C. 
All visiting craft entering Kingston Harbor are subject to the direction of the Harbormaster, who shall be consulted before tying or mooring to any public facilities or moorings, including private moorings.
D. 
Renting or subletting of Town-owned slips, racks, or mooring is prohibited. Private moorings must be owner-occupied. Facilities not in use for more than seven days are subject to lease by the Harbormaster following a notification attempt.
E. 
Boats shall not be tied to docks in dead storage without special permission from the Harbormaster.
A. 
Fishing gear, equipment or any other matter shall not be allowed to remain on the docks or floats for over 24 hours without permission of the Harbormaster.
B. 
Swimming will not be allowed from docks or floats attached to public docks or launching ramp area.
C. 
For an annual fee, tenders of not more than 12 feet and 10 HP shall be permitted to be attached to Town floats.
A. 
Unmuffled noise from engines, outboards, amplifying systems, radios, and the like shall be kept at a minimum when in the proximity of boats, anchorages, or ramp area.
B. 
No person shall operate any motorboat or any vessel in a reckless or negligent manner so as to endanger the life, safety, or property of any person.
C. 
Motorized personal watercraft (example: jet ski) shall be prohibited up river from the Ah-De-Nah.
A. 
All fees shall be determined by the Harbormaster and approved by the Board of Selectmen (see Appendix A[1]).

B. 
An annual fee for usage of waterfront facilities (by the foot of vessel length) will be assessed to all vessels 12 feet and longer in length that are moored in Kingston Bay or the Jones River (to private- or public-owned gear) for more than 72 hours.
C. 
All persons tying tenders at the Town docks shall be charged an annual fee.
D. 
Annual lease fees will be paid for use of all Town-owned mooring facilities.
