The affairs of the library of the Borough of New Cumberland shall be under the exclusive control of a Board of Library Directors to be composed of seven members whose terms shall be as follows: two members for a term of one year; two members for a term of two years; and three members for a term of three years. The appointments made under authority of this section shall be effective immediately upon appointment, but shall date from January 1, 1965, for the purpose of determining the date of expiration of their respective terms. All appointments to fill the places of those whose terms expire shall be for a term of three years. Vacancies shall be filled for the unexpired terms. No member of the Board shall receive any salary for his service as such.

Council of the Borough of New Cumberland will assist in the maintenance of the New Cumberland Borough Library in accordance with the provisions of Section 401 of the Pennsylvania Library Code, Act of June 14, 1961, P. L. 324,[1] at a level of financial support that will ensure that the library will have an annual income from local and state sources of not less than $3.75 per capita for the population of the Borough and will be able to qualify annually for state financial aid in accord with Section 303(1) of the Pennsylvania Library Code.[2]
