National Categorical Pretreatment Standards as promulgated by
the U.S. EPA pursuant to the Clean Water Act shall be met by all affected
dischargers. The City shall notify all affected dischargers of the
applicable reporting requirements under 40 CFR 403.12. The City hereby
adopts the National Categorical Pretreatment Standards by reference.
The Director shall evaluate whether a nonresidential discharger
needs an accidental discharge/slug discharge control plan or other
action to control slug discharges. The Director may require any nonresidential
discharger to develop, submit for approval, and implement such a plan
or take such other action that may be necessary to control slug discharges.
An accidental discharge/slug discharge control plan shall address,
at a minimum, the following:
A. Description of discharge practices, including non-routine batch discharges;
description of stored chemicals;
B. Procedures for immediately notifying the Director or designee of any accidental or slug discharge, as required in §
176-9.03; and
C. Procedures to prevent adverse impact from any accidental or slug
discharge. Such procedures include, but are not limited to, inspection
and maintenance of storage areas, handling and transferring of materials,
loading and unloading operations, control of plant site runoff, worker
training, building of containment structures or equipment, measures
for containing toxic organic pollutants, including solvents, and/or
measures and equipment for emergency response.
