A. 
Policy. It is the City's policy that the City shall not accept ownership of, operate, or maintain pump stations that serve fewer than 50 residential dwelling units and do not have future expansion capacity to serve additional development. For a pump station to be considered suitable for City ownership, maintenance, and operation, the pump station must serve 50 or more residential dwelling units, must be designed and built to the applicable specifications of the TDCSM, and must have future expansion capacity to serve additional residential, commercial, and/or industrial uses.
B. 
Purpose. The purpose of this article is to ensure proper operation and maintenance of privately held sewage pump stations and sewer infrastructure. The public welfare demands that proper maintenance of these systems be provided for. This article shall serve to standardize requirements of private pump station and sewer system design, operation and maintenance required by the City of Saco, administered by the WRRD. The City shall require assurances through a maintenance agreement with the homeowners' association or other such legally binding instrument on format prescribed by the WRRD that the owners shall continue private sewer system maintenance and retain reserve funds for continued maintenance and operation necessities of the private sewer infrastructure.
A. 
As development occurs, applicants are often planning pump stations or private sewer infrastructure to serve various project types. The City of Saco's policy is that pump stations are to remain privately owned, operated, and maintained, unless specifically authorized by the WRRD through the planning review process and in conformance with policy statement of § 176-11.01.
B. 
Within subdivisions, and per the City's Subdivision Ordinance, pump stations are to be served by separate land parcels. (Cross-reference: December 2020 Subdivision Ordinance)
C. 
Private sewer systems are to be designed and constructed in conformance with the City's TDCSM.
D. 
Before construction, all pump station and sewer system design and specifications are to be provided on WRRD's application form for review and comment. Construction cannot commence on the proposed private sewer system until the proposal has been reviewed and approved by the City Engineer and Water Resource Recovery Director, and if applicable, reviewed and approved through the City's planning process.
E. 
Required assurances. Before approval of any construction for private sewer system, the applicant must present operation and maintenance assurances by entering into maintenance agreement with the City of Saco, format on file with the WRRD.
F. 
If ownership of private sewer system changes, the new owner is required to update agreement referenced in Subsection E with the WRRD, filed on the York County Registry of Deeds.
A. 
Required assurances. Owners of existing private pump stations and private sewer systems, when requested by the WRRD, must provide documentation showing ongoing maintenance and servicing of existing private pump station.
B. 
Failure to maintain in interest of public welfare. If, upon inspection by any member of the City Staff, a private pump station or other private sewer system is found not to be maintained in compliance with this article, the City staff may request a copy of maintenance records. The WRRD should be notified for appropriate follow-up measures.
C. 
Enforcement provisions. Failure to properly maintain a private pump station and private sewer system shall result in appropriate and necessary enforcement measures outlined in Article XVIII.
