It is the purpose of this article to set forth uniform requirements for dischargers of the City's sewer system in regard to volumetric measurement of sewer discharge.
A. 
The WRRD allows the use of subtractive water meters (sub-meters) to record water that does not enter the treatment works.
B. 
Sub-meters must be purchased from the water company. In rare cases, if a larger sub-meter is required, a meter may be purchased from an approved vendor authorized by the WRRD.
C. 
Sub-meters must be installed at users' expense.
D. 
The meter must be installed on a pipe that leads to an outdoor spigot that shall only be used for:
(1) 
Outside watering of lawns (irrigation systems).
(2) 
Washing of cars.
(3) 
Filling of pools.
(4) 
Watering gardens.
E. 
Outside meter installations, as well as areas where the sub-meter will be subject to freezing conditions are prohibited.
F. 
After the sub-meter has been properly installed, the user must notify the WRRD to schedule an inspection. If an inspection is not scheduled, the sub-meter credit may be denied.
G. 
The WRRD requests that the user report their sub-meter readings to the water company twice a year, in the months of July and October. If the prior sub-meter reading called in to the water company exceeds 365 calendar days in duration, the sub-meter credit will be adjusted to reflect only up to 365 calendar days of sub-meter usage. It is the user's responsibility to submit their sub-meter readings.
H. 
If a swimming pool was recently installed and filled but a sub-meter is not in place, a copy of the pool paperwork showing the dimensions and the installation date may be submitted to the WRRD for abatement consideration. The user must purchase a sub-meter from the water company, and have it installed and inspected prior to receiving an abatement.
