a.
The City Administrator may certify that a sole source contract is
justified because strict compliance with competitive selection or
bidding requirements would be unavailing, or would not produce an
advantage, or would be undesirable, impractical, or impossible.
b.
The City Administrator may delegate the sole source certification
authority provided by Section 13-18a to the Assistant City Administrator
or any Department Head.
