The owner, occupant or tenant of every property fronting upon or alongside any street in the Borough of Lansford is hereby required to remove or to cause to be removed from all of the sidewalks in front of or alongside such property all snow and ice thereon fallen or formed, making a minimum passage way of 36 inches, within 24 hours after the same shall have ceased to fall or to be formed, and in the removal thereof or in the removal of any snow or ice it shall be unlawful to deposit any of such snow or ice in or upon the gutter or the roadway of any street, or upon another's sidewalk or property. Provided, the owner of a property shall be responsible for conforming to the requirements of this section where such property is occupied by such owner or is unoccupied or vacant or is a multiple business and/or dwelling unit; the tenant or occupier shall be responsible where the property is composed of a single unit, occupied by such tenant or occupier only.
In any case where the owner, occupant or tenant, as aforesaid, shall fail, neglect or refuse to comply with any of the provisions of § 385-9 of this article, within the time limit prescribed therein, the Borough authorities may proceed immediately to clear all snow and/or ice from the sidewalk of such delinquent, and to collect the expenses of such removal, with an additional amount of 10% from such owner, occupant or tenant, which may be in addition to the penalty prescribed by § 385-11 of this article.

Any person who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine not exceeding $1,000 and costs and, in default of payment thereof, shall be subject to imprisonment for a term not to exceed 30 days. Each day that a violation of this article continues shall constitute a separate offense.

A. 
No person shall park on the south side of the street in the Business District (i.e., Ridge Street from Springgarden Street to Center Street) every night during the period of November 1 of each year to April 1 of the following year from midnight to 8:00 a.m.
B. 
No person shall park a vehicle on the other streets of the Borough during the period of November 1 of each year to April 1 of the following year on the day after any snowstorm of four inches or more or until such time as the street is plowed curb to curb, or except as follows:
(1) 
On even-numbered days, the south or west side of any highway(even-numbered house side);
(2) 
On odd-numbered days, the north or east side of any highway (odd-numbered house side).[1]

C. 
Any private snow plow operators shall not make any piles of snow in any location within the Borough in excess of five feet in height nor shall any piles be made within 20 feet of any intersection.
D. 
Violation of this section shall subject the violators to towing and/or a minimum fine of $75 up to a maximum $300 plus the costs of towing, if applicable, and an administrative fee as determined by Council from time to time by resolution.
E. 
Upon establishment of the Kiddie Klothes parking lot as a permitted off-street area, a provision will make parking subject to the snowplowing provisions for the north side of Bertsch Street.
F. 
It will not be specifically included in the ordinance but the streets will be posted as notice to the people.
G. 
The provisions herein, including but limited to parking and fines, shall specifically apply to situations when the Mayor declares a state of emergency related to snowfall.
