The Water Commissioners may declare a water emergency due to reasons which may endanger the public health, safety and welfare of the citizens served by the public water system.

After a water emergency has been declared, restrictions on the use of hoses, fountains and sprinklers attached to the public water supply may be imposed, and the Board of Water Commissioners may impose fines for violations of those restrictions.
