For the purposes of this chapter, unless the context otherwise requires:
A. 
"Annexed territory" means annexed to the city after Census Day.
B. 
"Census Day" means the official date of the 2020 United States Decennial Census.
C. 
"City" means all territory within the corporate limits of the city and all annexed territories.
D. 
"Commissioner of elections" means the county auditor of Scott County.
E. 
"Corporate limits" means the corporate limits of the city on Census Day. The corporate limits do not embrace the annexed territories.
F. 
"Legislative district" means a district represented by a member of the House of Representatives of the General Assembly of the State of Iowa as passed by the General Assembly and signed by the Governor on November 4, 2021.
G. 
Points of the compass are approximate unless otherwise stated.
H. 
"Street" or similar language means the centerline of the right-of way, and a straight extension of that centerline.
I. 
All names, boundaries, lines, features, and fixtures are to be construed as they existed on Census Day.

The city is divided into thirty-two precincts as set forth in Section 2.04.030 through Section 2.04.340.

The Eleventh precinct consists of that territory bounded by a line as follows:

The Seventy-third precinct consists of territory bounded by a line as follows:
Beginning at the intersection of Northwest Boulevard and West 53rd Street, then proceed east along West 53rd Street to Marquette Street, north along Marquette Street to West 57th Street, east along West 57th Street to Vine Street, north along Vine Street to West 58th Street, east along West 58th Street to Appomattox Road, southerly along Appomattox Road to West 53rd Street, east along West 53rd Street to East 53rd Street, east along East 53rd Street to Brady Street, southerly along Brady Street to East Kimberly Road, west along East Kimberly Road to Fair Avenue extended, south along Fair Avenue extended and Fair Avenue to West 37th Street, west along West 37th Street to Fair Avenue, south along Fair Avenue to West 35th Street, west along West 35th Street to Harrison Street, northerly along Harrison Street to Northwest Boulevard, northwesterly along Northwest Boulevard to West 53rd Street, the point of beginning, all of which is a part of the ninety-seventh legislative district and the forty-ninth senate district.

Beginning at the intersection of Welcome Way and East 53rd Street, then proceed north along Welcome Way to Brady Street, north along Brady Street to East 59th Street, westerly along East 59th Street to West 59th Street, westerly along West 59th Street to West 61st Street, west along West 61st Street to Western Avenue, northeasterly along Western Avenue to West 65th Street, east along West 65th Street to East 65th Street, east along East 65th Street to Brady Street, northerly along Brady Street to US HWY 61, northerly along US HWY 61 to the north corporate limits, easterly along the north corporate limits to Jersey Ridge Road, southerly along Jersey Ridge Road to East 46th Street, west along East 46th Street to Eastern Avenue, north along Eastern Avenue to East 53rd Street, west along East 53rd Street to Welcome Way, the point of beginning, all of which is a part of the eighty-first legislative district and the forty-first senate district.

The city is divided into eight wards as follows:
A. 
The first ward consists of the eleventh, twelfth, thirteenth and fourteenth precincts.
B. 
The second ward consists of the twenty-first, twenty-second, twenty-third and twenty-fourth precincts.
C. 
The third ward consists of the thirty-first, thirty-second, thirty-third and thirty-fourth precincts.
D. 
The fourth ward consists of the forty-first, forty-second, forty-third and forty-fourth precincts.
E. 
The fifth ward consists of the fifty-first, fifty-second, fifty-third and fifty-fourth precincts.
F. 
The sixth ward consists of the sixty-first, sixty-second, sixty-third and sixty-fourth precincts.
G. 
The seventh ward consists of the seventy-first, seventy-second, seventy-third and seventy-fourth precincts.
H. 
The eighth ward consists of the eighty-first, eighty-second, eighty-third and eighty-fourth precincts.

If this chapter fails to place any part of the city within a precinct established by this chapter, the commissioner of elections shall assign the omitted area to an adjacent precinct within the same legislative district. If this chapter places any part of the city in more than one precinct established by this chapter, the commissioner of elections shall assign that territory to an adjacent precinct within the proper legislative district. The commissioner of elections may also correct obvious clerical errors in this chapter.

The city shall publish notice of the boundaries for the precincts and wards established by this chapter, pursuant to law. The city shall also certify the population of all precincts and wards, a copy of this chapter, and a map drawn in conformance thereto, to the Secretary of State in accordance with the law.
