[HISTORY: Adopted by the Board of Supervisors of the Township of Moore 9-21-2010 by Ord. No. 2010-03. Amendments noted where applicable.]
It is and it shall be the duty of each and every owner, trustee, lessee, agent, occupant, and possessor of each and every house, building, or other structure located in Moore Township, whether on a public or private street or road, to cause the same to be numbered with its official building number assigned by Moore Township. The number shall be permanently posted as set forth herein. All persons required to number existing houses, buildings, or other structures shall contact Moore Township and secure an assigned building number.
[Amended at time of adoption of Code (see Ch. 1, General Provisions, Art. III)]
Every property within the Township of Moore, Northampton County, Pennsylvania, that has a residential dwelling unit, or other structure used or occupied by any person either on a part-time or full-time basis located thereon, shall place a reflective emergency response number sign in a conspicuous place on said property. The number of any given property is available to the occupant or property owner upon request to the Township Zoning Officer. The size and material specifications of each sign and placement on the property shall conform to the following requirements:
A.
All residential structures shall have signs with three-inch- or four-inch-high white reflective numbers with a green reflective background, visible both during the day and at night, placed on a four-inch to six-inch by eighteen-inch rectangular sign which is to be displayed either vertically or horizontally. The sign shall be placed on the same side of the public street or state highway as the dwelling unit located thereon, and at a location where the driveway to the residence or structure meets the public road at a distance no greater than six feet from the berm of the public road.
B.
All nonresidential structures containing single or multiple retail, commercial or other units, shall have signs stenciled or otherwise attached to each entrance door of each such unit, which signs shall consist of three-inch- or four-inch-high white reflective numbers with a green reflective background, visible both during the day and at night, placed (or stenciled) on a four-inch or six-inch by eighteen-inch rectangular sign which is to be displayed either vertically or horizontally.
C.
Compliance deadline. All existing residential or nonresidential structures must comply with this chapter by the first day of May, 2011. All newly constructed residential or nonresidential structures not yet occupied as of the effective date of this chapter will not be eligible for receipt of a certificate of occupancy until compliance with this chapter has occurred.
D.
Waiver. The provisions of this chapter regarding size and material specifications of each sign and placement on the property may be waived and modified, upon cause shown, by the Board of Supervisors in consultation with the Moore Township Police Chief. Any waiver and/or modification of the provisions of this chapter shall be executed by the Board of Supervisors and filed in the office of the Moore Township Zoning Officer.
[Amended at time of adoption of Code (see Ch. 1, General Provisions, Art. III)]
Any persons, firm or corporation who shall number or attempt to number any house, building, or structure contrary to this chapter and the plan hereby approved and adopted or who shall, within 30 days of notification by the Moore Township Zoning Officer, fail or neglect to number their house, building, or structure in accordance herewith, or who shall fail to change the number thereof or fail to remove the old number in cases of a number change, or who shall violate any of the provisions of this chapter, and any person or persons who shall alter, deface, remove, or destroy any number required to be displayed by this chapter shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000, the costs of prosecution, and reasonable attorney's fees, and, in default of payment thereof, to imprisonment of not more than 90 days. Each day's violation of any of the provisions of this chapter shall constitute a separate offense.
In the event that any provision, section, sentence or portion of this chapter shall be held invalid, such invalidity shall not affect or impair any of the remaining provisions of this chapter, as the provisions are severable and would have been enacted had not such invalid provisions been included herein.
