Off-street parking space or spaces with adequate and safe means of access thereto and egress therefrom shall be provided, in accordance with the regulations hereinafter set forth, by the owner or occupant of every lot on which a building hereafter shall be erected, expanded or proposed for a change in use, which parking space or spaces shall be located on or near the lot on which the building is erected. The off-street parking requirements are established below for all zoning districts except BP-2 which is found in §
180-73B below entitled "Parking standards for Business Park 2 (BP-2) Zone."

B. Parking standards for Business Park-2 (BP-2) District.
(1) Manufacturing, assembly or fabrication: one parking space for every
1,000 square feet of gross floor area.
(2) Office, research, technical, construction and information: one parking
space per every 500 square feet of gross floor area.
(3) Warehouse and transportation: one parking space for every 5000 square
feet of gross floor area.
(4) Health and educational services: one parking space for each 250 square
feet of floor area or portion thereof.
(5) Separate loading zones are not required.
C. General parking provisions.
(1) Where six or more parking spaces are required, the size of such spaces
and the aisles between the same shall be in accordance with the following
schedule:

(2) Parking stalls and traffic flow directions shall be clearly marked
and well maintained.
(3) Commercial uses with common spaces.
(a)
In the case of any shopping center, shopping mall, multitenant
office building or other permitted use where common spaces are provided
within a building for tenants or customers, parking requirements shall
be based on gross leasable area. All applications for site plan approval
shall include a requirement of enforcement of applicable sections
of N.J.S.A. 39, Motor Vehicles and Traffic Regulation.
(b)
In the case of single-occupancy or multiple-occupancy commercial
office buildings, the following areas may be excluded in computing
parking requirements: common areas, such as stairways, entrance foyers,
cafeterias and washrooms, and specialized areas, such as vaults and
areas for heating and air-conditioning equipment. In no case, however,
shall the areas thus excluded exceed 10% of the gross floor area of
the building.
(4) Gross leasable area. For purposes of administering parking requirements,
"gross leasable area" is the total floor area designed for tenant
occupancy, expressed in square feet and measured from the center line
of joint partitions and from outside wall faces.
(5) Planted areas. Off-street parking lots for more than 10 vehicles
shall include planted areas designed and planted in such a manner
as not to create traffic hazards within such parking lots. A minimum
of 100 square feet of planted area shall be provided for the first
30 parking spaces, plus 100 square feet of planting area for each
15 additional parking spaces, on a pro rata basis. Parking lots shall
be so designed that not more than 15 parking spaces are placed in
a continuous row without an intervening planting area of at least
100 square feet, provided that, at the time of site plan review, the
Planning Board or Board of Adjustment may approve a modification in
the above requirements with respect to location of planting areas
where such modifications will result in improved design or preservation
of natural features.
(6) In all R-1, R-1-A, R-2, R-3, RLC and C Districts, parking spaces within the required front yard shall be limited to the area of the driveway or driveways authorized by §
180-88 hereof, provided that in C Commercial Districts, parking within the required front yard may be permitted as a conditional use only where such parking area is screened along the front and side property lines by a buffer area as defined in §
180-55F hereof. As provided in §
180-55C(4), the remaining portions of the required front yard areas shall be devoted to landscaping to screen views of vehicles and off-site headlight glare.
(7) Every parking lot or area for off-street parking shall be separated
from the street or highway by a raised curb, planting strip, wall
or other suitable barrier against unchanneled motor vehicle entrance
or exit, except for necessary accessways or exits, and the layout
of such lot or area shall be not such as to require vehicles to back
out into a street.
(8) Parking spaces provided to serve accessory uses in residence districts and parking spaces provided to serve nonconforming commercial or industrial uses in residence districts shall be located behind the required front yard. Such parking spaces and all other permitted parking lots serving commercial uses but which adjoin a public right-of-way, access or easement or public buildings or uses or which adjoin or are located within residence districts shall be appropriately landscaped with a buffer area as defined in §
180-55F hereof.
(9) The Planning Board or Board of Adjustment may authorize a reduction
in parking spaces if it can be demonstrated that sufficient land is
reserved and properly identified as such to meet the full requirement
when the lot shall be fully developed. If it is determined that the
reduced number of parking spaces proves to be inadequate, the Zoning
Officer may require the construction of the reserved parking spaces
to provide adequately for the building needs.
D. Shared parking. Where an applicant persuasively demonstrates that
two parking generators on adjoining lots have complementary parking
demand peaks, the approving authority may permit up to a 50% reduction
in the required total number of parking spaces otherwise required
for the property under consideration by the approving authority. Applicants
seeking such an adjustment shall utilize a recognized reference book,
such as "Shared Parking," latest edition, published by the Urban Land
Institute, or other suitable publication, in calculating the shared
parking reduction on the required parking space number to be provided
on-site.
E. Loading and service areas. Adequate areas shall be provided in all nonresidential districts for the loading and unloading of delivery trucks and other vehicles, refuse collection, fuel, fire and other service vehicles. Such cases shall be paved in accordance with the requirements of Chapter
158, Land Development and Subdivision of Land. The minimum requirements for off-street loading berths shall be as follows:

(1) No loading area shall be located in any required buffer or screen.
(2) No off-street loading and maneuvering areas will be located in any
front yard or require any part of a street.
(3) Loading spaces shall be located to directly serve the building for
which the space is being provided.
(4) Where loading areas are visible from public streets, public areas
and residential uses, fences, walls, or landscape material shall be
employed to screen the loading area.
