[1991 Code § 165-1]
No person shall own or operate for profit any pool or billiard parlor or bowling alley in the Borough without having first made application for and obtained a license from the Borough to do so.

The application for license shall set forth the name and address of the applicant, the address where such pool or billiard parlor or bowling alley is to be operated, the number of pool or billiard tables or bowling alleys therein and such further information as may or shall be deemed necessary.

A. 
The licensee shall maintain and operate the premises in which such pool or billiard table or bowling alley is maintained in a clean and orderly manner.
B. 
No place where such billiard or pool table or bowling alley is operated shall be open to the public nor shall any games of pool or billiards or any bowling be permitted therein between the hours of 1:00 a.m. and 7:00 a.m.
