The Legislature of the Commonwealth of Pennsylvania has, by the passage of the Pennsylvania Flood Plain Management Act, Act of October 4, 1978, P.L. 851, No. 166, 32 P.S. § 679.101 et seq., as amended, and the Municipalities Planning Code, Act of July 31, 1968, P.L. 805, No. 247, 53 P.S. § 10101 et seq., as amended, delegated the responsibility to local governmental units to adopt floodplain management regulations to promote public health, safety, and the general welfare of its citizenry. Therefore, the City Council of the City of Allentown does hereby order as follows.
