[Adopted as Ch. IV, Sec. 4-1, of the 1989 Revised General Ordinances; amended in its entirety at time of adoption of Code (see Ch. 1, General Provision, Art. I)]
At the election held on November 4, 1947, there was submitted to the voters of the City the question of whether or not the City should adopt the provisions of the Civil Service Act of the State of New Jersey,[1] and adoption was duly approved and authorized by a majority of the voters of the City at the election.

All regulations that are promulgated by the State of New Jersey and/or the Civil Service Commission, including but not limited to Title 4A of the New Jersey Administrative Code,[1] with which compliance is mandatory and not permissive as to municipal governments that have adopted the provisions of the Civil Service Act of the State of New Jersey, said regulations, as may be amended hereafter, are adopted hereby.

The Common Council adopts the Personnel Policies and Procedures Manual, which establishes the policies, procedures, and regulations pertaining to employment with the City. To the extent that the Manual conflicts with the provisions of any law, regulations, or collective bargaining agreement to which the City is party, the provisions of the latter shall apply.
