From and after the effective date of the ordinance from which this article is derived, the city offers and promises to pay a reward of $250.00 to any person who voluntarily gives information to any law enforcement officer, which information leads to the arrest and subsequent conviction of any person who commits the offense of arson within the corporate limits of the city.
