The fire department is established by combining the volunteer fire department and the emergency ambulance corporation.

The duties of the fire department include but are not limited to the fighting of fires, providing emergency rescue services, providing emergency medical services, and providing fire prevention services and enforcement. Other duties may be prescribed by the city council.

The chief of the department shall promulgate rules, regulations, and operating procedures under which the department operates. Said rules, regulations and operating procedures shall be approved by the city council, and the council may amend said procedures as it deems necessary. The rules, regulations, and operating manual shall be designated as the "Operating Manual of the Frisco fire department."

(a) 
All property, real or personal, tangible or intangible, of the fire department shall be the property of the city.
(b) 
The city council and fire chief are the sole authorities to accept contributions to the fire department. Said contributions shall be used for the purchase of equipment or property for use by the fire department or its members. All contributions shall be made of record and said record shall be maintained by the city secretary.
(c) 
Any contribution of personal or real property to the fire department shall become property of the city. All property or goods purchased with money donated to the fire department shall become property of the city.
