(a)
A special election was held through the town on the 7th day of November, 1989.
(b)
The election was held in accordance with the constitution and laws of the state, and all duly qualified resident electors of the town had an opportunity to express their vote.
(c)
The mayor transmitted all qualifying material to the comptroller of public accounts of the state in Austin, Texas.
