(a) 
The town council is authorized, in appropriate circumstances, to waive fees required to be charged by any of the following codes: building code, electrical code, fire code, mechanical code, or plumbing code.
(b) 
The town council may waive a fee under subsection (a) of this section if:
(1) 
The project is sponsored by the town or other governmental entity;
(2) 
The project is sponsored by a nonprofit organization for the purpose of improving the neighborhoods and reducing the number of substandard structures in the town;
(3) 
The project is included in a program intended to promote economic development in the town; or
(4) 
The town council determines that the waiver will provide a similar public benefit to the town.
(c) 
A fee may be waived under this section upon the request of an applicant or upon the initiative of the town council.
