No person shall manufacture explosives anywhere in the Township of Sadsbury, except that explosives may be produced in experimental quantities in the laboratories of colleges and similar institutions for the purpose of investigation and instruction upon specific waiver of this chapter by the Board of Supervisors of Sadsbury Township.
From and after the effective date of this chapter it shall be unlawful for any person to store or keep any explosives in a magazine in the Township of Sadsbury.
The form of application for a permit to move explosives will be furnished by the Township Secretary. Such application shall state:

The license fee shall be $200 per year for explosives and $250 per year for blasting caps. The term of such permit shall be for the remainder of the current calendar year for which the permit is to be issued. The fees may be changed, at any time, by resolution of the Sadsbury Township Board of Supervisors.
All explosives must be stored in a magazine or other building outside of Sadsbury Township, located, constructed, and maintained in accordance with Chapter 211, Storage, Handling and Use of Explosives,[1] issued by the Pennsylvania Department of Environmental Protection, reference § 70-2.
