It shall be specified that the reception of all sealed bid contracts shall be submitted to the Council Clerk of the City of Hazleton until 7:00 p.m. on the date designated for bid opening at public meetings of Council. If the time of the meeting designated for bid opening is other than 7:00 p.m., reception to the Council Clerk shall be to the time of commencement of the public meeting at which the bids shall be opened and all bidders shall be so notified of such change.
