A. 
In order to facilitate the Township's ability to effectively plow the public streets within the Township and to combat hazards of snow and ice on those public streets, the Township Manager, or in the absence of a Township Manager, the Township Chairman, in his or her discretion, may declare a snow and ice emergency ("snow emergency") within the Township.
B. 
The snow emergency declaration shall be made between 6:00 a.m. and 11:00 p.m. by posting a notice on the Township website and such declaration shall state the time at which the snow emergency shall be in effect.
A. 
The snow emergency shall not go into effect any less than one hour prior to the time the snow emergency declaration is made.
B. 
After any snow emergency is declared and until such snow emergency has been terminated, it shall be unlawful for any person to park a motor vehicle or to allow a motor vehicle to remain parked or standing on a public street or road.
C. 
Where a snow emergency has not been declared and announced by 11:00 p.m., the parking prohibition set forth in Subsection B shall not apply until 7:00 a.m. the following day.
D. 
Regardless of whether a snow emergency has been declared, where two inches or more of fallen snow, sleet, or ice accumulates during a single storm or weather event, it shall be unlawful for any person to park a motor vehicle or to allow a motor vehicle to remain parked or standing on a public street or road.
E. 
The Township Manager, or, in the absence of a Township Manager, the Township Chairman, in his or her discretion, may declare a termination of the snow emergency effective immediately upon announcement.
F. 
Any vehicles in violation of this article that remain parked or standing on a public road or street during a snow emergency shall be subject to removal and impoundment by an approved and insured towing service that shall be designated from time to time by the Township. The approved towing service shall submit to the Township its schedule of charges for towing and storage, and upon approval by the Township, such schedule of charges shall be the only charges permitted to be collected by the approved towing service under this article. The owner or driver of the motor vehicle shall be responsible to claim the vehicle from the towing service within 48 hours after the snow emergency has been lifted and pay all towing and storage charges, and such payment shall not relieve the owner or driver from liability for any other fine or penalty imposed by this article.

Any person who violates or permits a violation of this article shall, upon conviction in a summary proceeding brought before a Magisterial District Judge under the Pennsylvania Rules of Criminal Procedure, be guilty of a summary offense and shall be punishable by a fine of not more than $1,000, plus costs of prosecution. In default of payment thereof, the defendant may be sentenced to imprisonment for a term not exceeding 90 days. Each day or portion thereof that such violation continues or is permitted to continue shall constitute a separate offense, and each section of this article that is violated shall also constitute a separate offense.
