In addition to those duties and responsibilities as provided under the home rule charter, other provisions of the Code of Ordinances and as directed by adopted policies of the city, and as same may be amended from time to time, the city manager shall, as necessary for the prudent and effective administration of the city:
(1) 
Be authorized to move budgeted funds within a department and/or between departments within the same fund;
(2) 
Purchase, without approval of the city council, goods and services up to a certain dollar amount less than $50,000.00 so long as funds have been budgeted by the city council for the purpose for which they are to be expended;
(3) 
Execute all appropriate contracts, agreements, and franchises consistent with the authority described in subsection (2) and to see that all terms and conditions imposed in favor of the city or its inhabitants in such transactions are faithfully kept or performed, and in such case of any violation thereof to take such action as may be necessary and proper to enforce or terminate same;
(4) 
To execute change orders related to all contracts of the city in accordance with the authority provided home rule cities by state law;
(5) 
Organize the employees of the city into various departments, divisions and positions and to create and draft job descriptions within the budgeted number of full-time employees (FTEs);
(6) 
Make such inquiries, investigations, studies and reports as the city manager deems proper or as the city council may request or require concerning the operation or conduct of city departments, personnel or agencies;

(a) 
The city attorney will be recommended by the city manager, and shall be appointed and removed by the governing body.
(b) 
The city attorney shall serve at the will of the governing body, pursuant to such terms and compensation as may be determined from time to time by the governing body.

Any attorney who is a member of the named city attorney's law firm, or any attorney retained by the city to assist the city attorney shall be considered a deputy city attorney of the city when performing legal services for the city. Any attorney hired by the city to act as a city prosecutor shall serve as deputy city attorney for legal services associated with municipal court prosecution on behalf of the city.

The position of city secretary/city clerk for the city shall be appointed or removed by the mayor and councilmembers.
(b) 
The city secretary/city clerk shall receive a salary or fee set by the mayor and councilmembers and reflected in the city's annual budget.
(c) 
The city secretary/city clerk shall serve for a term which shall be determined by the mayor and councilmembers.

The position of city deputy clerk for the city shall be appointed or removed by the mayor and councilmembers.

The city deputy clerk shall receive a salary or fee set by the mayor and councilmembers and reflected in the city's budget.

The city deputy clerk shall serve for a term which shall be determined by the mayor and councilmembers.

The position of municipal building official/inspector for the city shall be appointed or removed by the mayor and councilmembers.
(b) 
The municipal building official/inspector shall receive a salary or fee set by the mayor and councilmembers and reflected in the city's budget.

The municipal building official/inspector shall serve for a term which shall be determined by the mayor and councilmembers.

The position of building official/inspector II for the city shall be appointed or removed by the mayor and councilmembers.
(b) 
The building official/inspector II shall receive a salary or fee set by the mayor and councilmembers and reflected in the city's annual budget.

The building official/inspector II shall serve for a term which shall be determined by the mayor and councilmembers.

The city engineer will be recommended by the city manager, and shall be appointed and removed by the governing body.
(b) 
The city engineer shall serve at the will of the governing body, pursuant to such terms and compensation as may be determined from time to time by the governing body.
