(a) 
All traffic rules that apply to roads owned by the city shall extend to the private roads, driveways and parking areas within the shops at the Galleria, including, but not limited to, traffic rules relating to parking or speed limit violations, the investigation of accidents, the regulation of parking areas such as designated fire zones, handicapped zones and other designated “no parking” areas, and rules related to traffic-control devices and stop signs.
(b) 
All traffic rules that apply to roads owned by the city shall extend to the private roads within the Uplands, including, but not limited to, traffic rules described in Texas Transportation Code Chapter 545 and all other rules regarding speed limits, driving and passing, stop signs, duties to yield, parking, abandoned vehicles, towing, safety belts, and minimum driving age.
(c) 
All traffic rules that apply to the roads owned by the city regarding parking or speed limit violations or the investigation of accidents that occur thereon shall extend to the private roads within the Galleria.
(d) 
All traffic rules that apply to roads owned by the city shall extend to the private roads within the Spring Creek Estate Subdivision, including, but not limited to, traffic rules described in Texas Transportation Code Chapter 545 and all other rules regarding speed limits, driving and passing, stop signs, duties to yield, parking, abandoned vehicles, towing, safety belts, and minimum driving age.

(a) 
The city manager or the city manager’s designee shall erect and maintain all traffic-control devices, as determined pursuant to subsections (c) and (d) of this section. A traffic-control device erected pursuant to this section shall be an official traffic-control device of the city.
(b) 
Whenever any traffic-control device has been erected pursuant to this section, the city manager or the city manager’s designee shall thereafter provide written notification, which shall be signed by the city manager, to the city secretary, stating which type of traffic-control device was erected, installed, or put into use, and giving the location and date thereof. The city secretary shall maintain a list of such information among the official papers of the office of the city secretary.
(c) 
The city manager is hereby authorized and directed to place the following traffic-control devices at the following locations:

(d) 
Upon the effective date of this section, the mayor, after consultation with the city manager or the city manager’s designee, and with or without specific action by the city council, is hereby authorized to direct the city manager or the city manager’s designee to install such additional traffic-control devices that are not inconsistent with state law or the provisions of this section. The mayor shall provide such authorization in writing. Whenever any traffic-control device has been erected pursuant to this subsection, the city manager shall include the mayor’s written authorization as an attachment to the information required to be maintained in the official papers of the city secretary under subsection (b) of this section.
(e) 
All traffic-control devices including signs, signals and markings (pavement and/or curb) installed or used for the purpose of directing and controlling traffic within the city, and all street signs within the city, shall conform to the Texas Manual on Uniform Traffic-Control Devices and chapter 544 of the Texas Transportation Code, “Traffic Signs, Signals and Markings,” as well as the most current edition of the Manual on Uniform Traffic-Control Devices of the Federal Highway Administration. Any new sign or traffic-control device installed in the city shall comply with the Manual on Uniform Traffic-Control Devices, and any existing sign or traffic-control device that is not in compliance shall be replaced with a compliant sign when it becomes necessary to replace such sign due to damage, normal wear and tear, or inadequate retroreflectivity. The city shall establish and maintain a sign maintenance program to ensure compliance with the Manual on Uniform Traffic-Control Devices, utilizing one or more of the approved methods for managing and maintaining its inventory of signs and traffic-control devices and for meeting all deadlines for retrorefletivity compliance.
(f) 
It shall be unlawful for the driver of any vehicle, motor or otherwise, to disobey the instructions of any traffic-control device, sign, signal or marking application thereto, placed in accordance with this section, unless otherwise directed by a police officer.
(g) 
Any person who violates any provision of this section is guilty of a misdemeanor and upon conviction will be subject to a fine in accordance with the general penalty provision found in section 1.01.009 of this code.
