This chapter shall be known and cited as the Paradise Township E-911 Street and Building Number Sign Ordinance.

This chapter is adopted pursuant to the provisions of the Pennsylvania Second Class Township Code, Act of May 1, 1993 (P.L. 350, No. 60), as amended November 9, 1995 (P.L. 350, No. 60), as amended.
The purpose of this chapter is to enhance public safety and security, and generally protect the public health, safety and welfare by improving the ability of emergency response personnel to navigate and locate dwellings and other structures in the Township, and to enhance the convenience of the general public. This chapter:
A.
Provides the authority to the Township Board of Supervisors to assign street names to all public and private streets in the Township to eliminate duplicates and prevent confusion;
B.
Requires conformance to the street addressing system established by Monroe County for the 911 emergency call system;
C.
Establishes a uniform system for street names and building number signs.
A.
Street names required. All public and private streets, driveways and access streets in the Township which serve two or more principal structures, shall be named and posted with a street name sign in accordance with this chapter.
B.
Street name assignment. The Board of Supervisors shall have the sole authority to assign names to all public streets in the Township and to change such names if deemed necessary to achieve the purposes of this chapter. In the case of new subdivisions and land developments, the street names shall be included on the plans required by the Township for review.
C.
Street name duplication. No street name sign shall be posted on any public or private street, driveway or access street unless the Township has approved such name in order to avoid duplication of names.
All street addresses in Paradise Township shall conform to the street addressing system established by Monroe County for the 911 emergency call system, and all occupied structures shall have a building number sign conforming to the requirements of this chapter.
All street name sign standards in this chapter are intended to conform to the recommendations of the National Committee on Uniform Traffic Control Devices published in March 2001 and exceed PennDOT requirements per 67 PA Code 211.841 including the use of the term "street name sign."
A.
Responsibility for street sign installation. Paradise Township shall order and install all street name signs.
B.
Responsibility for building number signs installation:
(1)
All principal structures in Paradise Township shall have a building number sign containing the address assigned by Monroe County for the 911 emergency call system.
(2)
Building numbers shall be depicted in Arabic numerals in four-inch tall reflective white lettering on a green background.
(3)
All building number sign blades shall be a minimum of six inches by no more than 18 inches in size.
(4)
Obstructions (including snow) shall be removed to permit the sign to be visible for a distance of not less than 50 feet from the sign in both directions.
(5)
Building number signs shall be mounted at the intersection of the street and the driveway, and shall:
(a)
Be mounted on a stand-alone post or pole; or
(b)
Be mounted atop a mailbox, only if the mailbox is located on the same side of the street as the driveway/entrance and only if the mailbox is located at the intersection of the street and the driveway; or
(c)
Be mounted on top of any other type of mounting device; and
(d)
Be mounted horizontally or vertically; and
(e)
Contain the building number and no other information; and
(f)
Be located between four and eight feet above the ground elevation where the sign is mounted.
(6)
Building number signs for grouped dwellings and nonresidential facilities:
(a)
Apartments, townhouses, shopping centers or other similar groupings where only one number is assigned shall display such number at the main entranceway, as described above.
(b)
Numbers for individual units or establishments within the complex shall be displayed on, above or to the side of the main doorway of each unit or establishment.
A.
Enforcement. This chapter shall be enforced by the Zoning Officer and such other officials as may be designated by the Board of Supervisors.
B.
Building number signs and certificate of zoning compliance. No zoning permit or Certificate of Zoning Compliance shall be issued for any existing or proposed structure until a building number sign has been installed on the property in accordance with this chapter.
A.
All street name signs placed, replaced, modified or maintained after the effective date of this chapter shall conform to the requirements of this chapter.
B.
All building number signs shall be installed in compliance with this chapter within 60 days and all nonconforming building number signs shall be brought into compliance within 60 days of official notice that the number has been assigned by Monroe County.
This Ordinance shall be enforced by action brought before a District Magisterial Judge in the same manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure. Any person, partnership, corporation or other entity who or which violates or permits a violation of the provisions of the Ordinance shall, upon conviction in a summary proceeding, pay a fine of not more than $500 per violation, plus all Court costs and reasonable attorney's fees incurred by Paradise Township in the enforcement proceedings, and/or be imprisoned to the extent allowed by law for the punishment of summary offenses. Each day or portion thereof that a violation exists or continues shall constitute a separate violation. Each section of this Ordinance that is violated shall also constitute a separate violation. All fines, penalties, costs and reasonable attorney's fees collected for the violation of this Ordinance shall be paid to Paradise Township for its general use.
Should any section or provision of this chapter be declared by a court of competent jurisdiction to be invalid, such decision shall not affect the validity of this chapter as a whole, or any parts thereof.
All other ordinances or sections of ordinances inconsistent with the provisions of this chapter are hereby repealed, but only to the extent of such inconsistency.
This ordinance shall become effective five days after enactment.
