[Adopted 2-3-1987 as Ch. 21, Part 2, of the 1987 Code]
Minimum improvements and construction standards required of all streets and roads offered for dedication as public roads and streets shall be as set forth in this article. Where not set forth, they shall be in accordance with the prevailing standards as established by the Board of Supervisors and/or the Township Engineer. Alternate improvement standards may be permitted if the Supervisors deem them equal or superior in performance characteristics to the prevailing standards as established by the Board of Supervisors and/or the Township Engineer. Additional or higher type improvement may be required in specific cases where the Supervisors believe it necessary to create conditions essential to the health, safety and general welfare of the citizens of the Township.
A. 
All streets shall be graded, surfaced and improved to the grades and dimensions shown on plans, profiles and cross-sections submitted to and approved by the Supervisors. The minimum pitch from the crown of the travelway shall be 1/4 inch to the foot and the minimum pitch of the shoulders shall be 1/2 inch to the foot.
B. 
Where cut of fill is necessary beyond the cartway, the maximum slope of any earth embankment or excavation shall not exceed one-foot vertical to two feet horizontal and the maximum slope of any rock excavation shall not exceed four feet vertical to one-foot horizontal.
C. 
All slopes shall be adequately protected from erosion.
A. 
The subgrade shall be brought to a firm, thoroughly compacted surface by rolling with an approved three-wheel ten-ton roller or equal.
B. 
After the subgrade has been prepared to the satisfaction of the Township Supervisors, a base course consisting of run-of-bank gravel, shale, Pa. #2 limestone or crushed stone, as approved by the Township Supervisors, shall be applied to the travelway and shoulders. The base course shall be compacted by an approved three-wheel roller weighing not less than 10 tons or equal, and the minimum compacted thickness shall be eight inches for the travelway and four inches for shoulders.
C. 
A bituminous course of 2 1/2 inches of ID-2 comprised of 1 1/2 inches of binder course and one inch of wearing course, or 2 1/2 inches of CP-2 surface course or three inches of DP-1 surface course, all meeting the requirements of current Form 408 specifications of the Pennsylvania Department of Transportation, shall be applied to the completed travelway base course.
D. 
An acceptable alternate to the aforesaid base and finished surface course is six inches of reinforced concrete placed over a suitable subbase course as determined by the Township Engineer.
E. 
Curb types (if provided or required) shall be either:
(1) 
Plain cement concrete curb: eight inches at the top, nine inches at the bottom and 24 inches in height with the slope to the street side.
(2) 
Stone curb: seven inches wide by 24 inches high by six feet long.
F. 
Sidewalks (if provided or required) shall be four inches in thickness placed on a four-inch cinder or crushed-stone base.
A. 
All roads shall be well drained. All drainage structures, pipe culverts, parallel drainage ditches, boxes, grates and any other drainage facility shall be designed for a storm frequency of 10 years for minor roads and a storm frequency of 25 years for all other roads. In the design of storm drainage facilities, consideration shall be given to the ultimate development of all the land within the drainage area of the facility. Headwalls or inlets, with frame and grate, constructed of concrete or other approved material are required at both ends of pipe culverts. Parallel drainage swales shall be constructed along the roadway as required. Outlet locations shall be governed by the owners of the properties affected. Proper design of drainage facilities may require the use of curb and gutter, paved drainage swales or conduit with inlets to prevent erosion.
B. 
All pipe culverts constructed shall be coated corrugated steel, or equal. The minimum diameter of pipe culverts shall be 15 inches.[1]

C. 
All drainage structures, pipe culverts, boxes, grates and any other drainage facility shall be constructed in accordance with procedures and of materials as specified in the current Form 408 Specifications of the Pennsylvania Department of Transportation.
A. 
Required improvements shall be installed by the persons, partnership, firm, association or corporation offering the street for dedication under the supervision of the Township Engineer or the Board of Supervisors.
B. 
The Township Supervisors shall have the right to inspect or direct the Township Engineer to inspect any and all phases of road construction. All fees for inspections conducted by the Township Engineer at the direction of the Supervisors shall be reimbursed to the Township by the party or parties responsible for constructing the road.
C. 
The person, copartnership or corporation constructing, opening or dedicating any roads shall, prior to dedication, have either their engineer or surveyor certify to the Paradise Township Supervisors that the actual roadway as constructed in the field is accurately described and depicted on the plan.
A. 
All definitions of terms set forth in the Paradise Township Subdivision Regulations, as amended,[1] are incorporated herein by reference and shall be used for all purposes in the interpretation of this article.
