(a) 
It shall be unlawful for any person who owns a residence, business, house, or other building in this city, or for any person who resides in a residence in this city, to fail to number such building with a plain and visible house number, or to fail to number such building correctly, so that the number of the same conforms to the plan adopted by the city.
(b) 
Proof of a culpable mental state, as defined in chapter 6 of the Texas Penal Code, is not required to prove a violation of this section.

Every person who violates the provisions of section 24.07.001 shall be guilty of a misdemeanor and shall be punished as provided in section 1.01.009 of this code; provided, however, that the court in its discretion may dismiss said violation if the defendant presents the court photographic or other compelling evidence that the building has subsequently been brought into compliance with section 24.07.001. For each dismissal under this section, the court may assess a fee not to exceed ten dollars ($10.00).
