A.
For any proposed development, the owner/developer shall submit phased stormwater management plans to the Town for review and approval. At a minimum, plans shall be submitted for the site development and final stormwater management construction phases of project design. Each plan submittal shall include the minimum content specified in § 106-15 of this chapter and meet the requirements of the Design Manual and Article II of this chapter.

For any proposed development, the owner/developer shall attend a preliminary conference with the Town after the submittal of the concept plan but before the Town performs a comprehensive review of the plan to review how stormwater management on the site will impact or be impacted by other site features (e.g., major streets, highways, open space, parks, school sites, other planned public improvements).
C.
The Town shall perform a comprehensive review of the stormwater management plans for each phase of site design. Coordinated comments will be provided for each plan phase that reflect input from all appropriate review agencies, including, but not limited to, the Caroline County Soil Conservation District (SCD) and the Town of Denton Departments of Planning and Codes, Public Works, and Town Engineer. All comments from the appropriate review agencies shall be addressed and approval received at each phase of project design before subsequent submissions.
D.
The Town reserves the right to require proposed facilities to conform to aesthetic considerations in accordance with the community appearance standards contained in the Denton Zoning Ordinance. Generally, the following criteria apply:
(1)
Structural practices shall, wherever possible, be located away from the front of the site.
(2)
Where structural practices must be located in plain sight, they shall be designed and landscaped in such a way as to be unobtrusive.
(3)
Landscaping or other natural barriers are preferred over fencing. If fencing is to be used, the design shall be approved by the Town in advance.
E.
To the extent practicable, notification of approval or reasons for disapproval or modification shall be given to the applicant within 30 days after submission of each phase of the stormwater management plan. If a decision is not made within 30 days, the applicant shall be informed of the status of the review process and the anticipated completion date. No phase of the stormwater management plan shall be considered approved without the inclusion of the signature and date of signature of the Town's representative on the plan.
