No new driveway or other new access to a way shall be constructed
at the point of intersection with such way, unless a written permit
is first obtained from the Town Engineer. No building permit shall
be issued for the construction of a new building or structure unless
such access permit has been first approved. The Town Engineer shall
use the standards contained within the "Highway Design Manual" by
the Commonwealth of Massachusetts Department of Transportation and
"A Policy on Geometric Design of Rural Highways" by the American Association
of State Highway and Transportation Officials when issuing said access
permit. The Select Board shall adopt, and from time to time amend,
rules and regulations not inconsistent with the provisions of this
bylaw or the General Laws, and shall file a copy of said rules and
regulations with the Town Clerk; said rules shall prescribe as a minimum
the size, form, contents, style and number of copies of plans and
the procedure for submissions and approval of the access permit.
Violations of this article shall be subject to a penalty of
$50. Each day during which a violation exists shall be deemed to be
a separate violation.
