The 2009 International Property Maintenance Code, as published by the International Code Council, Inc., be and is hereby adopted as the Property Maintenance Code of Township Of West Rockhill; for the control of building and structures as herein provided; and each and all of the regulations, provisions, penalties, conditions and terms of said International Property Maintenance Code are hereby, adopted, and made a part hereof, as if fully set out in this chapter, with the additions, insertions, deletions and changes set forth below.
(1) 
Section 101.1. Insert "Township Of West Rockhill."
(2) 
Section 103.6. Insert "West Rockhill Township Fee Schedule."
(3) 
Section 111.2 is hereby amended to reflect that all appeals under the Property Maintenance Code shall be made to and heard by the Appeals Board appointed pursuant to the UCC.
(4) 
Sections 111.2.1, 111.2.2, 111.2.3, 111.2.4,111.2.5, 111.2.6, 111.2.6.1, 111.2.6.2, 111.2.7, and 111.2.8 shall be deleted.
(5) 
Section 302.4. Insert "six inches" in lines 2-3, where indicated.
(6) 
Section 302.4 Add the following sentence at the end of first paragraph: "This section shall apply to areas within 200 feet of any habitable or occupiable structures or buildings."
(7) 
Section 304.14. Insert "May 1 to November 1" in lines 1-2, where indicated.

Section 304.3. Premises identification shall be amended to read as follows:
"The Township shall have final authority as to the assignment of a street number, or address for each structure. Each structure to which a street number has been assigned by the Township shall have the appropriate number displayed in a location and size as to be readily observed and readable from the closest public right-of-way. All street numbers shall be in Arabic characters at a minimum of six inches in height, and one-half-inch-wide stroke. Structures that are set back more than 50 feet from the public right-of-way, or any distance when the number can not be readily seen from the right-of-way, shall have the assigned street numbers attached to a post or mail box placed at the end of the drive way on the same side of the road as the structure is located. These numbers shall be at least four inches in height with one-half-inch-wide strokes, and shall be placed on both sides of the post or mail box, at a minimum height of three feet so as numbers can be seen by vehicles traveling from either direction. All street numbers shall be illuminated when possible, and shall be colored in contrast with the background upon which the number is placed.
No street numbers may be painted upon any public curbs, streets, signs, posts, or sidewalks, without prior written approval of the Township. Any resident wishing to display a street address upon the public curbline may do so only with the permission and in accordance with the instructions of the Township.
All curb painting shall be in addition to the display of numbers listed above. Any person(s) soliciting for curb painting shall first obtain a Township soliciting permit, as well as prior approval of the Township. Commercial contractors may be required to produce evidence of liability and workers' compensation insurance coverage."

Nothing in this chapter or in the International Property Maintenance Code hereby adopted shall be construed to affect any suit or proceeding impending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing, under any act or ordinance hereby repealed by chapter; nor shall any just or legal right or remedy of any character be lost, impaired or affected by this chapter.
