There is hereby created the office of tax assessor and collector of the city under the charter, which office shall be filled by appointment by the city manager. The tax assessor and collector shall give a surety bond for the faithful performance of his duties, including compliance with all controlling provisions of the state law and charter of the city which are applicable to the functions of the office, in a sum which shall be fixed by the city council.

The tax assessor and collector shall perform all duties prescribed by state law and the city charter and such other duties as may be required by the city council.
